Types of Solicitation
Hampton Roads Transit uses various types of solicitations, depending on the items being purchased and the dollar value. Purchases under $50,000 (Small Purchases) are generally acquired through an informal process using email or fax Requests for Quotations (RFQ), usually sent to a pre-identified list of vendors. Solicitations over $50,000 are formally solicited through either an Invitation for Bids (IFB) or Request for Proposals (RFP), which are publicly advertised. Items for which HRT believes only one source is reasonably available are not publicly solicited.

Invitation for Bids (IFB)
Bids are publicly solicited and a firm-fixed price contract is awarded to the responsible bidder whose bid, conforming to all the material terms and conditions of the IFB, is the lowest.

Request for Proposals (RFP & RFTP)
A Request for Proposals is used where factors other than price must be considered in making the award, including all non-construction services contracts. Award is made on the basis of a combination of technical merit and price. The evaluation processed is based on criteria identified in the RFP.
